    "content": "Mr. Temporary Speaker, Sir, the acceptable percentage is about 25 per cent but most of them are above 40 per cent in most counties. One county loses 70 per cent. If you lose 70 per cent of what you get, it means you will go into losses. That is why we are saying most of the water companies are technically insolvent. They cannot run on their own. They get support from the county governments. We have also advised the governors to take charge. Some of the governors thought that the water companies are independent. They did not know that county executives are the ones who are responsible to ensure there is efficient management to run the water companies."
