    "content": "The genesis of this Bill is Article 204 of the Constitution of Kenya where the equalization fund is given effect. Since 2013 to date, we have been using regulations that have been passed before to allow allocation of fund. It is the right time to have this Bill in place to ensure that all the monies meant for our people go to them; especially the basics services such as roads and schools. That was the real intention of the equalization fund."
