"content": "“Every person has a right to petition Parliament to consider any matter within its authority, including enact, amend or repeal any legislation” Hon. Senators, the salient issues raised in the said Petition are as follows- That the National Transport and Safety Authority (NTSA) is responsible for putting in place guidelines, rules and regulations for all road users, including motorist and pedestrians. That all roads should have provisions for pedestrians use in form of either traffic lights, zebra crossing or footbridge to protect them from harm through accidents due to high number of speeding vehicles. That for a long time, many pedestrians, especially University of Nairobi students, workers and other Kenyans within and around the Chiromo area and Waiyaki Highway have had challenges in safety crossing the Waiyaki Highway due to lack of provision of a footbridge hence they have to run from one side to the other amidst speeding vehicles. That this trend predisposes both motorist and pedestrians to road accidents, endangering their lives and those of other people. That the petitioner has made all efforts to have the matter resolved, but his efforts have been futile and the responses unsatisfactory. The petitioner, therefore, prays that the Senate intervenes to recommend the relevant Ministry and all Government agency to construct a footbridge at Chiromo area of Nairobi to enable pedestrians cross roads easily and safely. Hon. Senators, pursuant to Standing Order No.231, I shall now allow comments, observations or clarifications relation to the Petition for not more than 30 minutes. Proceed, Sen. Mariam Omar."
