Mr. Speaker, Sir, this is a very important Bill with regard to the marginalized counties. It is a Bill per Article 204 of the Constitution. The Equalization Fund, which was established in 2004, has the basic mandate to facilitate the provision of basic services; that is water, health, electricity, and roads."
