    "content": "Of the 28.98 kilometres blacktop achieved by the contractor, works totalling 20.5 kilometres were successfully taken over by the employer (KeRRA) and are currently under the Performance Based Routine Maintenance Contract. Currently, the contractor is owed Ksh286,844,972.06 in lieu of works done and they slowed down the rate of works on site effective December, 2021.The contractor slowed down the rate of works on site and is currently operating at 5 per cent of the initial work programme due to financial constraints attributed to delayed payments of pending IPCs, which affected the cash flow. To date, the amount certified for payment is Ksh936,564,590.59; this being 62 per cent of the contract sum of Ksh1,521,882,807.50 and as of 14th April, 2023, the contractor was yet to be paid a total of Ksh286,844,972.06 for IPC 8, 9, 10, 12, 13 and 14.
