    "content": "Yes, the fibre optic cable. Thanks to the Principal Secretaries for reminding me that. The fibre optic cable is going to be laid along all the roads. The northern part has been marginalised for a long time, but might quickly become the part of our country with more ICT connectivity, thanks to this project. Going forward, all those projects are going to be accommodated. I want to assure Hon. Farah that his concerns are going to be taken care of. We know that there is a road that is supposed to be done together with the highway from Lamu to Garissa, a connection to the Somali boarder to support security. You know that we have had issues in the recent past of a few acts of resistance by elements that do not support development, and want to scare our contractors. But we have been working with the Minister for Interior and National Administration and the Ministry of Defence to ensure that it is delivered and done on time. It will change the North to become the land of opportunity. On the question of Masara Road, I think the Hon. Member knows that we have made a comprehensive answer and it is on the HANSARD. I do not want to repeat myself. The only thing I want to assure him is that we are looking for ways to ensure it is motorable during this rainy season. On the question about llasit Road that has been asked by Hon. Haika and Hon. Parashina of Kajiado South, it is part of the few roads identified for annuity projects. It is part of lot 32 of the annuity programme. It is a very important project for us. It could have been completed many years ago, but you know the negotiation on annuity projects takes long. In the Ministry, the reports we have done show if we are going to deliver this road under annuity project, it is going to be very expensive. We are going to use up to Ksh23 billion for the period we are going to maintain that road. We are thinking of a 67-kilometre long road. It may not be viable to spend that amount of money and yet, in the Engineering, Procurement and Construction (EPC) contract, we can spend about Ksh5 billion to 6 billion. We are in negotiation with the contractor because he spent money to prepare for this annuity project. We are having consultations as a Ministry to request them to find a way in keeping with our procurement laws of turning the contract to be an EPC one. So, he can save something from the resources he has spent in structuring this annuity project but, at the same time, deliver the project under an EPC contract. I have also had consultations with leaders. Soon, when I meet the team from Kajiado and Taita Taveta, we will have an answer on the progress. Allow me to skip the question by my namesake, Hon. Ngogoyo of Kajiado North. So, I can conclude with it. On the question by Hon. Pepela on the Misikhu Road, it falls within the same rubric of roads that are suffering because of finances. We are going to make sure we prioritise it. In fact, in the second week of next month, I invite the Hon. Member and the team from Bungoma to come for a meeting after the Kajiado team. We will have a comprehensive conversation on all the roads and their status. The good thing with the meetings we have is that all agencies are there and solutions to these problems are discussed collectively. Both county governments, national Government and also Hon. Members should be present. I will extend this to Hon. Pepela and his team from Bungoma for a conversation on the same. Hon. Speaker, with your indulgence, my friend, Hon. Ngogoyo has asked a very serious question on road safety, and you know this is very dear. In fact, I came here with a very heavy heart because I have held meetings with NTSA and other Ministry officials. Before I came, I issued instructions to NTSA as measures to be put in place.
