"content": "Thank you very much, Hon. Temporary Speaker. I wish to support the amendment Bill by saying that the bodaboda sector in the country should be looked into as part and parcel of the transport system. We have dehumanised this sector for a very long time, but it is important in terms of transport and movement of people and goods in the country. Many parts of this country have very poor road networks and very inefficient transport systems. The people who come in to aid the movement of people and goods in such areas are bodaboda operators. We must give credit where it is due. In 2008, motorcycles below 250 cubic centimetres (cc) could be imported into the country duty-free. Despite the bodaboda industry helping the transport sector in the country, it is also maligned with a number of issues because of lack of proper policies and a regulatory framework. We have seen gangs taking advantage of the ease of movement by bodaboda to rob people. We have seen bodaboda riders being unruly. We have seen people riding bodaboda without licences. We have seen people giving their children their motorcycles to ride. This has led to loss of lives and other societal menaces. In 2019, a report by the NTSA stated that deaths due to bodaboda accidents were more than deaths caused by motor vehicles. This basically calls for a total paradigm shift in how the structure and management of the bodaboda sector is handled in this country. It calls for policy shifts to address the problems and challenges brought about by bodaboda riders in order to save the lives of riders and their passengers, to create harmony and proper structures in the sector, and to allow youths and other investors in the sector to benefit from it. I support the Mover who stated that the NTSA should work in close collaboration with county governments because of the sheer numbers of bodaboda s in counties and their proximity to county offices. Counties will also play a big role in terms of regulating the bodaboda sector. I support the Bill, Hon. Temporary Speaker."
