    "content": "Thank you, Mr. Deputy Speaker, Sir. I also rise to support the Statement by Sen. Onyonka. When you talk about pending bills, it means there was some delivery of service by contractors in those counties. It also means that those contractors spent their resources to undertake those projects, with the hope that county governments will pay. When there is delay in payment, it affects the lives of those contractors and their families. They are even unable to plan and project their future. Mr. Deputy Speaker, Sir, the function of this House, under Article 96 and 100 of the Constitution, is to protect the interest of counties and county governments. This Statement raised by Sen. Onyonka is critical, not only in counties but even in the national Government. Therefore, it is important that as governors push for remittance of more money to counties, I appeal to them to first pay those contactors when they receive their funding because there is untold suffering. I am aware that Members of this House have been approached by contractors to help them in this situation. It is becoming very challenging to our people. Those contractors who have been doing projects such as road construction well, are now unable to do it."
