    "content": "Mr. Temporary Speaker, Sir, county governors are people who are born, brought up and went to school in those counties. They belong to this community. They should take responsibility to manage these funds. We have dispensaries in Marsabit County. Sadly, I have gone around those dispensaries and there is no medicine. There is nothing; no health workers, electricity and water. If you want to go to a dispensary, you get a private dispensary which is about 200 kilometers away. All the way from Kargi and Loiyangalani, you have to go to Marsabit to look for treatment from a private clinic, yet we have monies going to the counties in terms of billions of Kenya shillings. These monies should be taken care of because they are meant for each constituency. Monies meant for a particular constituency should go to that constituency. The elders, contractors and suppliers should also come from the same constituency, so that the communities can benefit from resources coming to their constituency."
