    "content": " Hon. Senators, we have expended slightly well above 40 minutes on this particular Question. I believe we should leave it there. However, I have observed that the substantive primary Question by Sen. Dullo has not been given an adequate response. The CS has actually confirmed that the information he has brought to this House is inadequate. He proceeded to say that he did not receive adequate information from the concerned Commission; that is the National Land Commission (NLC). Despite his wish to have information, the information has not been forthcoming. Hon. Senators, we need to agree on the way forward, where an independent institution deliberately refuses to give adequate information to the Ministry that is supposed to come before the House for purposes of responding to specific Questions. As you are aware, our Standing Orders only allows the CSs to appear before the House for purposes of responding to Questions. Therefore, as a House, we cannot summon NLC to come and respond to Questions under Standing Order No. 51. However, hon. Senators, if you look at Part XII of our Standing Orders, it gives a hybrid on Questions and Statements. Therefore, going forward, where there is an"
