    "content": "Secondly, on the issue of smuggling and entire topic of illegal mining. We are aware because we have had a comprehensive process. We have been sending our multiagency teams in each county to identify the illegal mining activities. One of the identified counties is Isiolo, where about 3000 illegal immigrants are conducting illegal mining. We have also quite a number of counties including Kilifi which have challenges of manganese smuggling together with other minerals."
