    "content": "Hon. Temporary Speaker, we already have sufficient legislation that covers the subject matter that this Bill is seeking to introduce. Looking at the issues and reading the Report of the Departmental Committee on Transport and Infrastructure, I think Hon. King’ara needs to relook at this legislation so that we do not double legislate. The Report has sufficiently deliberated on the general registration of motor vehicles as it has been highlighted by my able friend, Hon. Nyikal. While presenting the report, the Vice- Chair made it very clear that it is a form of discrimination. He elaborated that registration of motor vehicles, two-wheelers and three-wheelers should be done at the national level, and not at local level. It was adequately covered in the report."
