"content": "Thank you, Hon. Temporary Speaker for giving me an opportunity to also make my remarks on this debate on behalf of the people of Moiben Constituency. I would like to appreciate the contribution that our boda boda brothers and sisters are doing to the economy. Their contribution to the society cannot be under-estimated because they offer a variety of services. In as much as the law exists, I think what is very important is the regulation of that business. It is a source of livelihood to many people and it has contributed to the alleviation of poverty in Kenya. In fact, it is the most progressive industry almost overcoming the matatu business in Kenya. In my constituency, the boda boda community is very vibrant. What is lacking is regulation. I think we need to enforce the regulations in that industry. We need to look at issues of having them getting insured. We need to look at the licensing that any boda boda rider gets to have a licence and know the rules and the regulations of transport. There are many accidents that are attributed to the boda boda riders. As the Hon. Deputy Leader of the Majority Party has alluded to, there are some hospitals where they have set aside a ward for those riders who have been involved in road accidents. That is not exceptional in any part of Kenya. It is all over. What I would suggest is that tough regulations be enforced so that the industry can be structured and regulated in a way that provides services in a better way. We need to ensure that before one takes to the Kenyan roads to ride a motorbike, they should have training, a licence and also go for refresher courses at any other time or after a certain period of riding, so that those licences can be renewed. We find that of late, anybody can buy a motorbike by simply going to the shops. We have those who provide loans to the riders to get motorbikes in a very easy way. It is a good way but, you just buy your motorbike and you are already on the road learning and, at the same time, doing some business. We even have students who buy motorbikes and do part-time business. They are in school and, at the same time, doing the motorbike business. That needs a lot of regulation and enforcement. You will find very young youth, people who are below 18 years participating in that industry, making a source of livelihood and some of them even paying their school fees.
