"content": "is not a bad idea, but regulation is very important. We need to stick to the age limit that, for you to be given the licence, you must be having a national identity card so that the industry is run in a better way. If we do not support that industry, we will have very many of our young people idling. We are in a situation now where we are fighting cases of illicit brew and drugs. That is where most our youth spend their time. The boda boda industry is keeping most of them busy. How I wish they could be provided with or be required to wear uniform so that they can be recognised. It is possible for them to have a vibrant Sacco of boda boda just like other industries and run their businesses smoothly. Otherwise, I think the issue here is the regulation. In as much as we have the law, it is good to relook at it, refurbish it and put issues straight so that we do not have a situation where we do not know what is happening in our roads. This is not just about the boda boda business but even the Uber business. We have had too many cars in the Uber industry, but the way they drive on our roads is such a menace. They do not follow any rules or care about traffic rules and they are the people who create traffic jams in our cities. In as much as we look at the boda boda, we should relook at the rules and regulations all the way. Ensure they are implemented and enforced so that we can avoid accidents. Recently, there has been an increase in road accidents. This is something that we had, at least, relaxed and the cases were diminishing. However, it is coming back and every day, too many people are losing their lives through accidents. We should generally relook at the transport industry and regulations so that we do not just pick on the boda boda alone, but relook at the rules in their entirety. Thank you, Hon. Temporary Speaker. That is what I wanted to contribute."
