    "content": "This is not enough reason for a Bill that seeks to solve a public problem to be shelved. The rules that are being enforced by medical practitioners and dentists are subsidiary legislation. They are also not specific to the problem that I seek to solve. I want the House to ignore the content of this letter and recommendations of the Committee. I thank the Speaker of the National Assembly for allowing this Bill to proceed to this stage even when the Committee felt that it should not proceed."
