    "content": "Hon. Temporary Speaker, Members of Parliament and Kenyans have been suffering due to lack of a referral policy. A patient goes to seek medical attention in a facility and because of the negligence and laziness of the person who is in charge, he decides not to attend to him and refers him to another facility. In some instances, patients are referred to facilities that are run by the same people! It is not that they are unable to provide a solution to what is ailing the patients, only that they are driven by the desire to make more money. When you are referred to another facility, you psychologically begin to think that this is a very serious problem. They take advantage of patients and extort money from them.
