"content": "I am highlighting this background, so that Members and Kenyans can appreciate that the audit firm that has been arrived at was competitively recruited through a tender process. The following eight firms responded by submitting their bids: 1. EKV and Associates 2. BDO East Africa Kenya 3. Kigo Njenga and Company 4. Kiarie Kang’ethe and Company 5. PKF Kenya LLP 6. Baker Tilly 7. Mazars LLP 8. Ambale Ogot and Company LLP I would have given more details, but let me just summarise. I may not be required to go into the details of why the other seven did not qualify or succeed. Only one auditing firm, PKF Kenya LLP, proceeded to the financial evaluation. The rest were knocked out at the technical evaluation stage. There were many conditions. There were preliminary or mandatory evaluations, technical evaluations, financial evaluations, and then determination of the lowest bidder. In a nutshell, after all that, PKF Kenya LLP emerged as the most competitive bidder. The other seven have been notified in writing by the Accounting Officer, who is the Clerk of the National Assembly, that they did not qualify. No appeal was made by the seven unsuccessful firms in the allotted time given for appeal. The highest bidder scored 70 per cent. With the approval of this House, the Accounting Officer will now go ahead to notify the successful bidder and award the tender for this audit exercise, at a total sum of Ksh19,088,699 for transparency. That is what the firm will charge for this audit work. We checked and it is within the budget. On Thursday last week, the Clerk of the National Assembly, together with the technical team that did the evaluation, appeared before the Public Accounts Committee. They presented the report to us and the Committee deliberated and adopted the same. I tabled the same in the House on Thursday and gave notice for this Motion."
