    "content": "Hon. Opiyo Wandayi has said that when he was the Chairman of PAC, he, indeed, was successful. I think that was the first time that we were successful since the 11th Parliament. As Hon. John Mbadi has stated, it is not an easy thing to do because many audit firms shy away from taking up the work of auditing the Auditor-General. This is because they are looking at more lucrative jobs that come from the Office of the Auditor-General. However, I will address Nancy Gathungu. Now that she will be audited by M/s PKF Kenya LLP, we do not expect that firm to also get jobs to audit other firms or Government agencies for work that is given by the Office of the Auditor-General. This is because that will amount to a complete conflict of interest. Therefore, if approved by this House, as M/s PKF Kenya LLP takes up the job to audit the Office of the Auditor-General, they must know and be aware that they now preclude themselves from auditing any other Government agencies that are under the purview of the Auditor-General. That does not mean that they cannot audit agencies that are not being audited by the Auditor-General. We should not discourage other audit firms from taking up this job. I, therefore, support with that cautionary statement to the Auditor-General, Nancy Gathungu and M/s PKF Kenya LLP. I wish M/s PKF Kenya LLP all the best as they embark on that onerous task of auditing the Auditor-General. Hon. Deputy Speaker, in conclusion, about two weeks ago, I saw the Chairman of PAC prosecute something in the media to do with the fertiliser subsidy. I really want to encourage PAC to work hand in hand with the Office of the Auditor-General to ensure that issues that are of concern, either to the Committee or to Committee Members, are not politicised. As Hon. John Mbadi has severally advised us in this House, we must stop politicising issues that are of concern and important to this country. This will ensure that, by the time the Auditor-General conducts an audit and tables a report before this House for onward transmission to PAC, then it is not seen in any way like it was being done for political expediency. Therefore, even as we carry on with the work of reviewing our audit reports, I want to encourage PAC…"
