    "content": "Mr. Speaker, Sir, I would like to seek clarification from the Minister on the issue of adaptation. What is going on currently and, probably, will continue in the next ten years is that some of the communities in Kenya, particularly the pastoralist communities, are getting urbanized. Is the Government prepared to develop a sessional paper to address this matter? This is because in the next ten years, every pastoralist will be living in town. There will be neither water nor grass. Is the Government going to set up a permanent commission to address this matter? These communities are at the verge of going extinct if the Government does not plan for them."
