    "content": "I would like to contribute as follows – the problem that the good Senator has raised is a universal problem that points to a systemic problem. The issue may not simply be a question of episodes of failure to deliver medical services here and there but across the country. It could be a question of design. Is the county government adequately designed to handle clinical medicine? That is the question we should ask. We should go back to the Constitution in the Fourth Schedule and ask ourselves whether the people of Kenya devolved clinical medical care or the primary medical care."
