    "content": "As a result of the initial audit, we have found that there are many laws that existed prior to the Constitution of Kenya 2010 yet to be aligned to it. Despite the fact that Article 2 provides for these laws to be read as though they have aligned to the Constitution, they still facilitate the existence of institutions and carrying out mandates by the national Government in contravention of the devolved governance system as provided in the Constitution."
