    "content": "It is no surprise that the agriculture, livestock and fisheries sector have the largest number of laws that need amendment. It is no wonder that we have not been able to devolve agriculture properly and yet in the Constitution everything has been devolved except policy. The same thing is in the Ministry of Health (MOH). The Ministry has 25 laws which need to be aligned to the Constitution."
