"content": " Thank you. I really appreciate, Hon. Deputy Speaker. My concern is in reference to children born out of wedlock. The conventions do not seem to address this. In fact, one of them has a provision in the negative. Article 4 of the convention that deals with jurisdiction says the convention does not apply to the establishment or contesting of a parent-child relationship. The convention says that you cannot question parenthood under that article and yet, Article 53 of the Constitution says you can. You can even do a DNA test to establish whether a man is the father of a child. The mother is usually obvious. In that case, the convention goes against our own Constitution."
