It is historic that the Ministry is bringing to the House a Sessional Paper to take care of the old people. Marcus Garvey, the civil rights leader in Jamaica, once said that a people without a culture are like a tree without roots. Even if we are flowering, creating wealth and have good harvests among the young generation, it will not be sufficient to give us political stability and even economic opportunities that we can enjoy.
