    "content": "Secondly, there is no need to legislate on policy issues which are best handled by the relevant Ministry. Legislation on such issues presents a myriad of bureaucracies, which may make it difficult for members of the public to operate with such legislation. Requiring the involvement of registered medical practitioners for referrals outside the country hampers the right to health guaranteed under the Constitution, which encourages the patient’s ability to choose a preferred hospital or medical practitioner."
