    "content": "In addition, the Rules guide on how to address professional misconduct in the process of referral of patients abroad, including referral of patients whose health outcome may not improve, disclosure of patient information to a third party without consent, and referral of a patient for personal or financial gain. The Ministry has also established a committee comprised of medical experts to review and vet referrals for medical treatment abroad to ensure compliance with the rules. Further, the process of developing a policy guideline on medical tourism has already been initiated by the Ministry and will guide the establishment of an efficient referral system for both outbound and inbound client-patients."
