    "content": "The cardinal role of a legislator is to pass laws. From a practice point of view, we should allow any legislative proposal as far as it is constitutional - as far as it does not in any way infringe the current law, is within public policy and is well-researched and thought-out, to go all the way to the far end. On the other hand, as Kenyans, we are at a dilemma for fear of over- regulation. Looking at the provisions which our Hon. colleague intends to amend, Section 79A brings to the fore a very subtle debate that seems to have not been settled in this country and probably elsewhere.
