    "content": "Hon. Temporary Speaker, I, therefore, oppose this Bill and support the Committee’s recommendations. This proposal wishes to put bottlenecks on those who wish to access medical care elsewhere. This will only add injury to the already ailing health sector in this country. I oppose this Bill. We should have a Bill that tries to fill the gaps that all of us seem to understand."
