    "content": "It was not. It behooves the people of Tharaka Nithi County to spend their own money, which is allocated to them, to build their county headquarters and grow. Mr. Deputy Speaker, Sir, I invite this Senate to find a way to give county assemblies full autonomy. We have many problems when it comes to county governments. The governor controls the money for the county assembly. That is why county assemblies cannot do anything. If we can amend the PFM Act and have two different treasurers - one for the assembly and another for executive - let us do that so that we stop this mischief."
