    "content": "Mr. Temporary Speaker, Sir, Article 29 of the Constitution is on the freedom and security of persons. Every Kenyan has a right to security to their property and to life. Article 26 states that life is sacred unless it is deprived under the law. What is happening in Marsabit County and other regions in this country is senseless killing, lawlessness and anarchy. The earlier it is addressed, the better, as it will continue to sabotage the growth of the country in terms of the economy and unity of the country. It is sad to note that in Marsabit County and other regions in the country, we have Internally Displaced Persons (IDPs). People have been displaced because of the senseless killings. You are not giving hope to those people. We want to hold on to the words of President William Ruto. He has assured the country that the issue of banditry and lawlessness will be dealt with."
