I congratulate the Decentralised Funds Accounts Committee led by my friend and neighbour, Hon. Gideon Mutemi Mulyungi, from Mwingi Central. He is my neighbour because I have very strong roots in Mwingi. That is why I always treat him as my very close neighbour. Thank you for this. Hon. Members, the NG-CDF is in the hands of a fund account manager by design of the law of this country. The role of the MP is purely to oversee how the money is applied. Sometimes, we are caught by surprise when we see MPs being hauled to courts to be charged with various offences relating to the NG-CDF. This should not happen.
