    "content": "I want to associate myself, 100 per cent, with the recommendations made by the Committee. Under Article 95 of the Constitution, the role of Members of Parliament is oversight, legislation and, representation. According to the Report, Members of Parliament are coming in too late. First, the reports are already here because at the end of the financial year, the horse has already bolted. As provided by the Report, I want to recommend that issues pertaining to preparing the budgets for the NG-CDF squarely sit with the Members of Parliament. I am proposing that because these Members were elected for their manifestos... We took our vision to the people; it was more superior than that of our competitors. The voters took over and gave us enough votes to carry out that vision. Our first obligation is to ensure that before our budgets are taken to the Board, we have a robust conversation with the NG- CDF managers and committees to ensure that they are aligned to the will of the people."
