"content": "Secondly, fund managers, in their own structure, leave a lot to be desired. They report to the Chief Executive Officer (CEO) and the human resource office in Nairobi. Therefore, whenever there is an issue, they normally just say that they will report the matter to Nairobi. The issue pertaining to the fund management is about local issues. The question is: how do we ensure that the fund managers are aligned to the will of the people? There is a disconnect between the fund managers and the people on the ground. For instance, in Gatanga Constituency, although with a lot of stress, we have been able to overcome the challenge of bursary. Children were sent out of school and parents were calling us every day because we had promised them timely distribution of the NG-CDF bursary. Fund managers are dragging their feet. They are bringing all manner of complications. They ask for all manner of documentations but in a nutshell, it is purely a delay tactic. If you talk to the CEO of the NG-CDF Board and the management, you will find that there is a serious concern about the workings of the fund manager. The much the Board can do is to transfer the fund manager from one station to another. This is basically transferring a problem from one constituency to the other one."
