    "content": "of feet by the fund managers, but when it comes to allowances, they are paid very fast. When it comes to issues of funding, it is like removing a tooth from the fund managers. This issue is again complicated by a district accountant who is not aligned in the constituency; he is not under the control of the NG-CDF Board. You now have a third party who is not responsible to anyone. He can even fail to go to the office. In case of an emergency, the district accountant makes certain demands in terms of documentation to make sure the process delays. It is high time that, because the NG-CDF Act is a creation of this House, the House ensured the Act provides for an accountant who is under the control of the NG-CDF Board as opposed to a third party who the Board has no control of. The third issue is about the creativity of fund managers. I have had a number of conversations with the NG-CDF managers in Nairobi and at the constituency. They use extremely archaic working methods. I introduced a digital system in Gatanga Constituency, which was received with a lot of hostility. The digital system notes duplication and reduces the time you take to verify beneficiaries of the bursary fund. That brought a lot of issues. I lost the NG-CDF chairman and manager because I brought traceability, accountability and transparency. The Act needs to be looked at again. It should address modern times. If you look at the years the Gatanga NG-CDF committee was disbanded, there is no iota of record on the beneficiaries of the fund. Finally, creativity is required in the 21st Century. There is a Motion before this House that is particular on the interpretation of sections 48 and 48A of the Act. The fund managers and the secretariat are not helpful. There is no way we can be funding secondary schools and universities with bursaries but leave out primary schools when all the institutions are funded through capitation.
