    "content": "On the issue of standardisation, I agree with all Members that we cannot standardise on cost. We can standardise on design, particularly on the common facilities used in secondary or primary schools. If you go to Northern Kenya, the costs within a constituency are different. The cost of cement, sand, water and all other materials required for use can never be the same for the schools that are in town with the ones in far-flung areas.
