    "content": "There is also the four-member oversight committee where the Member of Parliament is the chairman. Periodically, four times a year, that committee is supposed to go round the country to inspect projects that have been done by the contractors, supervised by the clerk of works and the engineer who is attached to the constituencies. The committee is supposed to do a report on its inspection tours. It checks the workmanship and determines whether there was value for money even before the Auditor-General arrives to inspect the same projects."
