    "content": "We also have challenges with engineers. We could have clerks of works who are registered under the engineers’ body to be allowed to work with the NG-CDF. Therefore, the only challenge the Board should have is payment. No professional account assistants will work for a salary of Ksh30,000. I think that amount needs to be reviewed so that we can get professionals to be entrusted with doing the work of district accountants. The issue that Members are not talking about is release of funds. We are currently left with one month to the end of the financial year yet the NG-CDF funds have not been released. We cannot do procurement because we do not have funds. By the end of July, it will be said that money should be returned to the National Treasury yet “Wanjiku” in Kangema will not understand that the problem was caused by the Government.
