On Clause 46A, I would wish the Mover to explain a little bit the import of this Clause 46A which says: “All criminal and civil proceedings under this Act may, without prejudice to any other power in that behalf, be instituted by the Authority, and where the proceedings are instituted or brought in a court, an officer of the Authority authorized by the Board in that behalf may prosecute or conduct the proceedings.” So, is that consistent with all the other laws of the land and everything else? Please, explain?"
