    "content": "I have taken it upon myself as the Chair of the Committee on Finance and Budget to try and give some background information for purposes of making sure as I respond to various contributions. I wish to put this issue in the right context, so that Senators will understand how the equalisation fund came into being. The equalisation fund was established under Article 204 of the Constitution of Kenya. It was mainly meant to correct certain historical and systemic inequalities within this country that resulted from policy document of the colonial government and that affected what was then called the Northern Frontier District (NFD). During the colonial government, quite a number of policies and legal documents came into being such as the District Ordinance Act of 1902, the Vagrancy Act, the Northern Frontier Province Poll Tax and Special District Administration Act that all were meant to disenfranchise and disadvantage NFD."
