"content": " Thank you, Hon. Speaker. The Kenyan Government entered into a Memorandum of Understanding (MoU) with the Government of Cuba in 2004. The agreement entered upon was that Cuba will give partial scholarships by providing for tuition and accommodation. They would take two students per given year. That has been happening since then. The Government of Kenya initially used to give bursary to every student who qualified until 2011. Since 2011, as a country, we have not been able to give the stipend that we used to give, not only to our students who access this scholarship programme, but even those in European Union countries and other countries. We do not give any stipend and so parents and guardians have to meet their costs."
