    "content": "Madam Temporary Chairperson, I beg to move- THAT, Clause 4 of the Bill be amended - (a) by deleting paragraph (l); (b) by deleting paragraph (m) and substituting therefor the following new paragraph– (m) development and implementation of a national qualifications framework to provide for progression, recognition and equation of qualifications, credit transfers and exemptions with respect to vocational education and training in counties; and (c) in paragraph (n) by deleting the words “and education” appearing immediately after the words “private vocational”."
