    "content": "It is either we tax or borrow more money. Borrowing more is no longer sustainable because the country might not repay within time. We might default and lose serious national strategic assets. I remember our former President when he was being interviewed in Mombasa; he said he would disclose the agreement with the Chinese company that financed the Standard Gauge Railway (SGR). However, no disclosure was ever made. We do not know whether the Jomo Kenyatta International Airport (JKIA) or the port of Mombasa was used as collateral. With time, the credit worthiness and raising of taxes and revenue becomes a challenge. Sen. Beth Syengo needs to review the provision for a board in this Bill. I wish she could add donations, grants, loans or gifts made to the board. That is better because it can sustain the board. Let us give everybody a standardized subsidy. Clause 45 of the Bill states that a person who commits an offence under this Act for which no penalty is provided is liable for conviction of not less than Kshs20,000 or not twice the value of the cotton or the by-product.
