    "content": "Madam Temporary Speaker, this is an important law. I would like to make a distinction between the National Assembly and this place. It is almost next to impossible to get a private Member’s Bill going through in the National Assembly. After this Bill is passed here, it will go to the National Assembly. Since the National Assembly has many Members from cotton growing constituencies – such as those in Makueni County – I hope they will improve this Bill and even hasten its processing. As a result, cotton growing in this country will not only be well censored but also profitable."
