"content": "That is one way of protecting investments from a situation where they did not have data. Now they can have reliable data that they can use for investment. We are also working on the online cadastre, which basically will provide a platform for applications of mining licenses. Licensing process will be transparent and encouraging investors to go to the portal and apply. Currently, we want to link this online cadastre with key Government services, such as in Kenya Revenue Authority (KRA). You will be able to apply and make the necessary payments through e-citizen at one stop. Mr. Temporary Speaker, Sir, right now, we have been working on the stamp duty. Once we conclude that, then we can have a platform that can make the applications for license much easier. I hope that was just a side issue because today, I came here to speak on issues of shipping and maritime. However, I thought it was important to update Members and the nation on what we are doing. We are also running a robust artisanal mining programme where we are transforming artisanal miners’ groups into cooperatives. We want to hae an opportunity to organise them so that they benefit from other services in Government and private sector. We are doing this to create an enabling environment for mining investments in the country. On the other question by Sen. Cheruiyot on these issues of seafarers and conditions for shipping lines, in the MoUs, we are very specific with the shipping lines on the recruitment. For example, the MoU with Mediterranean shipping line, we have made provision for recruitment of seafarers annually and have put a figure of 1,500 for that particular shipping line. This then becomes one of the areas of partnership, so that they are also able to employ our youths in the country. The other thing we are doing, especially with Qatar and South Korea is that, apart from negotiation protocols bilaterally in the areas of shipping and maritime, we are also negotiating with them on the number of the youth who can get opportunities in those countries. That is just an example. Once we have the numbers, we will utilize the capacity in BMA to prepare them to qualify for these particular jobs we are negotiating. Other than that, we are also working with the Ministry of Labour and Social Protection because seafarers are challenged in some conditions. We already have a Joint Cabinet Memo with this Ministry to streamline the issue of working in the diaspora in terms of the welfare and other issues that have been affecting them.
