"content": "(Hon. Mvurya): Mr. Temporary Speaker, Sir, there is a question that has been posed by Sen. Shakila. You rightly observed that today we came to address maritime issues. There is a day I came here to talk about issues in the Blue Economy and Fisheries. I gave a comprehensive report on what we are doing in that State Department. However, I am sure she has asked the question on behalf of the residents in Lamu County and I will respond. It is also good for the nation to be aware of what we are doing in fisheries. Firstly, we have said that the blue economy and fisheries sectors are critical areas that we need to spur investment. Therefore, we have divided the investments in terms of medium-level and high-level. The medium-level focuses on artisanal fishermen. For these fishermen, we have zoned the country and the blue space in the Indian Ocean, Lake Victoria and other lakes into critical areas for investment. For example, in the Coast Region, we have looked at the entire area from Lamu to Kwale. In Lamu, in that entire Indian Ocean, we will work with county governments, so that we develop landing sites that are the first point for value addition. We have zoned from Mokowe for Lamu County and Kipini in Tana River. In Kilifi, we have Ngomeni and Kichwa Cha Kati. We have Kidongo in Mombasa. We also have other areas in Kwale County like Mwaepe, Gazi and Vanga. In all these areas, we have identified critical areas for landing sites. Some of them are at the level of connecting water and power, whilst some are at the level of advertising for construction. The only challenge has been the issue of land, but the Governors are sorting that, then we will do those investments. The other thing we have done with our development partners is that we recently concluded a process where we are providing new boats to the Beach Management Units (BMUs). We have currently provided 26 new boats in the five counties of the Coast region."
