    "content": "Mr. Speaker, Sir, I rise in support of the Motion to have the Senate sittings held in Turkana County. Having benefitted from the Senate Mashinani sittings, I would say that it is a very important session for the Senate. The Senate Mashinani has built capacity in our counties, particularly on devolved functions. On the aspect of accountability, it affords the Senate Public Accounts Committee (PAC) the opportunity to interrogate the books of accounts and also put the Governor to task. It also gives a chance to the Committee to meet the relevant heads of departments who are involved in the day-to-day running of the county. They are also involved in the preparation of responses to audit queries. Mr. Speaker, Sir, clarifications sought will be much clearer and the officers will then learn that responsibility does not just lie with the Governor in terms of accounting"
