    "content": "Mr. Deputy Speaker, Sir, I think I have dealt with this Question adequately in previous sessions. I want to assure the Member for North Horr that I also come from an area which is partly covered by telephone services and another area which is not covered. A Motion was passed in this House, through the Kenya Communications Amendment Act last year. This is the provision of the Universal Subscriber Service Obligation Fund that will give these telephone service providers a chance to invest. It is a process. First, a survey and mapping must be done. Then there is budgeting and implementation. The hon. Member is lucky that there is already a mast there. The connection of CDMA to that mast will be done in the next phase of Telkom Kenya. I am very sure that will all these initiatives---"
