    "content": "The original format of the Bill was a bit unclear as to who would enter into those resource sharing benefit contracts. The initiators were the County Executive Committee Member (CECM) in charge of the county treasury together with the local communities. They were to finally take this to the National Treasury and that was a bit cumbersome."
