A conversation between a Committee of the Whole led by the Committee on Finance and Budget and the National Treasury would greatly help. This time round, let it not be a summons issued to the National Treasury. Let it be a conversation between us and the National Treasury. Let us ask them why they are unable to disburse funds to counties when the disbursements are due. What is it that we can do as leaders in this country and technocrats in the National Treasury to ensure that counties get their monies when they are supposed to?"
