    "content": "Thank you. At least that is positive information. Sen. Faki is a Member of the Committee. We can push for an additional Kshs425 million for the libraries for the 33 counties. Now that they are going to look for money for the libraries that will be devolved, then we also need money for the other 13 counties so that all our counties, especially the county headquarters can have libraries. When the committee moved around the counties during public participation, we learnt that not all counties are the same; they are very unique. There are those counties that are very flat, others hilly and others very rocky. So, it is important for County Revenue Allocation (CRA) to consider the terrain of the counties. As people say, one kilometre, one vote, one shilling. We also need to look at the uniqueness of these counties."
